There has been some confusion about the proposed Phase 2 of the Pepsi Project. This is an important initiative that protected over 800 existing jobs and will add almost 200 new jobs. The City Council viewed this project in two ways, preserving the existing jobs and adding new jobs. Based on the City’s Economic Development Guidelines, the City could justify an expenditure of $500,000 for this project and it proceeded in two phases. It first approved assistance to Pepsi of $250,000, so that those funds could be used to match a state economic development grant. The second phase is proposed to assist Wake Forest cover a small portion the cost the school will incur in relocating two companies, up-fitting space and other expenses that will be necessary to provide the space for Pepsi to expand. The total expenditures proposed by the City are well within the City’s Economic Development policies and are necessary. Wake Forest has a financial responsibility to ensure that it is investing an appropriate amount in this project.

Important Update On The Stadium

When we began our efforts to bring a new baseball stadium to Winston-Salem we did so with great expectations. First, it will be the western economic development anchor to our Downtown redevelopment which is really beginning to take hold. Second, it will provide an exceptional new venue where our families and young people can go to enjoy an inexpensive afternoon or evening of entertainment. Third, it will demonstrate the vibrancy and creativity of our City to others looking to move or locate a business here. Fourth, it will be an example of how public/private entities can work together to create opportunity for the future. And finally, it will add significantly to our property tax base, helping to hold down future tax increases for our residents.

Here are my thoughts on this matter … our city manager and staff have worked tirelessly to put together a responsible plan that will put 300 people back to work to complete the stadium project. This will be accomplished without any additional cash infusion from the city. This will have no impact to our AAA credit rating and will not divert money away from other city projects or programs.

I have been very concerned that the stadium project was in jeopardy. The City’s investment was at risk or could have been tied up for years in legal battles. In order to complete the project, the developers increased their private investment and secured additional bank financing. With all this effort, however, we are were still short of acquiring the necessary financing because of the tight credit climate.

By using the City’s sound financial position to secure one of the loans, the City is taking responsible action to protect our investment by completing the stadium project. Additionally, as the city council held their public meetings on this issue, we added a number of additional conditions beyond the original agreement, to help protect the city.

To have a successful outcome, we need to sell about 300,000 tickets per year. That means that we have to generate about 70% of what Greensboro has been doing for 3 years. The Dash has already sold 4000 season ticket packages, 13 of 14 box suites, 16 of 17 sponsorships and the naming rights. We can do this.
